City of Springfield Maintenance Deficiency Corrections Project

1.8.1. Description of Work

The City of Springfield (MA) has accepted Supreme Industries, Inc. proposal for the Flood Protection System Maintenance Deficiency Corrections Project in Springfield, MA.

This Contract is for the repair of approximately 3 and a half miles of earthen dikes, concrete flood walls, and pressure conduit. Tasks include, but are not limited to the following:


Clearing of approximately 14 acres of trees, shrubs, bushes, and some root systems from 15 feet riverward of the toe of the dike to 15 feet landward of the landside drainage ditches

Repairing nuisance wildlife burrows and performing associated animal eradication and control measures

Establishing grass cover on all disurned surfaces and performing mowing and matinence work

Repairing miscellaneous damages to concrete flood walls

Other miscellaneous repair and matinence tasks

All layout work will shall be the responsibility of the contractor

Erosion Control Blanket.

1. Description. Furnishing and installing erosion control blanket at designated locations, on all disturbed slopes greater than 3H:1V, and as directed by the Engineer according to Division 1 Section "Erosion Sediment Control" including seed, stakes, or staples, material, equipment, tools and labor incidental to the work.

a. Erosion control blanket used at animal burrow repair locations is included in Unit Price No. 02365.02 and not included in this Unit Price.

2. Measurement: Actual area in square yards of erosion control blanket installed and accepted.

3. Payment: Paid for per square yard at the contract unit price for Erosion Control Blanket.



Zone A Vegetation Clearing.

1. Description. Clearing in areas designated Zone A according to the "Typical Tree and Brush Clearing Detail for Earthen Embankments," "Typical Tree and Brush Clearing Detail for Concrete Floodwall" and Division 2 Section "Site Clearing" including:

a. Clearing and disposing of all less than 4" in diameter trees, shrubs, and vegetation other than grass within the designated limits.
b. Treating remaining roots with a chemical herbicide to suppress regrowth.

c. Grading and restoring the areas to the satisfaction of the Engineer.

d. Protecting Trees located along the Connecticut River bank according to Division 2 Section "Site Clearing".

e. Materials, equipment, tools, and labor incidental to the Work.

2. Measurement: Actual area in acres of designated area cleared and accepted at indicated locations and as directed by the Engineer.

3. Payment: Paid for per acre at the contract unit pricefor Zone A Vegetation Clearing.

Zone B Vegetation Clearing

1. Description. Clearing in areas designated Zone B acording to the "Typical Tree and Brush Clearing Detail for Earthen Embankments," "Typical Tree and Brush Clearing Detail for Concrete Floodwall," and Division 2 section "Site Clearing" including:

a. Clearing and disposing of all trees, shrubs, and vegetation other than grass within the designated limits.

b. Excavating stumps and roots originating from trees 4" in diameter or larger.

c. Treating remaining roots with a chemical herbicide to suppress regrowth.

d. Grading and restoring the areas to the satisfaction of the Engineer.

e. Materials, equipment, tools, and labor incidental to the Work.

2. Measurement: Actual area in acres of designated area cleared and accepted at indicated locations and as directed by the Engineer.

3. Payment: Paid for per acre at the Contract unit price for Zone B Vegetation Clearing.

Individual Tree Removal: Under 24" in Diameter.

1. Description. Clearing and disposing of a tree as identified on the plans and in Division 2 Section "Site Clearing" including:

a. Clearing and disposing of the tree.

b. Excavating stumps and roots originating from trees 4" in diameter or larger.

c. Treating remaining roots with a chemical herbicide to suppress regrowth.

d. Grading and restoring the areas to the satisfaction of the Engineer.

e. Materials, equipment, tools, and labor incidental to the Work.

2. Measurement: Actual number of individual trees removed and accepted at indicated locations and as directed by the Engineer.

3. Payment: Paid for each tree at the contract unit price for Individual Tree Removal: Under 24" in diameter.
